Hey EG friends, I need some advice on a situation I am in. I put money on 3 PayPal MyCash cards to pay a vendor however the funds won't transfer to the vendor. Does anyone know why?

So I put an order in and bought the money pak loaded them with money which my deceipt shows was done correctly but the gendot says the cards are empty..I've tried calling the hotline and going to the web site and can't check balance anywhere...also when I call from cell phone it won't let me...
