Ok only tested it a little, but its been a long standing site.
They have a built in method to buy crypto/Bitcoin believe integrated third party didnt fully test that

Appears to possibly be Russian which is good as far as LE....

Has a lot of oddball Crypto, but the big boys as well Bitcoin, Eth, Zcash, Dash, etc

Id always use VPN
its actually a pretty long standing exchange unsure if it's actually Russian
Crypto exchanges unfortunately reviews are almost pointless even the best exchanges TONS of haters, paid shills ETc HUGE in the industry

VPN I actually have my router going through a VPN so ALL my traffic, TV, Phone, Notebook etc is protected
Then further use vpn such as Opera built in VPN on top of that
With a mobile hotspot network if I ever need a legit IP
