Actually it is WU that calls the shots on IDs. It is their service and not the stores service. They pay the store a percentage per transaction so the store abides by the WU policy, if not WU can and will pull their service from the stores which can mean big losses for the store. I have seen it done personally, WU will come in and take their computers out of the store and everything. WU sends down memos to the managers on what they want done and the store then does it, most of which are done on the computer anyway so if ID is required the computer will prompt the clerk to input it in order to go to the next page, if it isn't required it will go on to the next page automatically. Basically the clerk just follows what the computer tells them to do, just like nowadays when a store asks for ID for say alcohol or cigarettes when they are scanned the clerk has to enter it into the register to get the register to proceed with the sale. There are ways around that like the clerk will enter their bday into the register to bypass that part. On the WU computer it will ask for the DL number to be entered and unless the clerk enters theirs they will need to see yours, but the system don't cross reference the numbers with any database so you can have a fake ID and give that number and it will work. The WU computers are not linked to LE computers or DOT computers in any way so there is noway of checking the number to see if it is real or not but it will save it for future uses to see if the names match each time its entered.
